Luis Marquez Garrido is originally from Venezuela, and now lives and works in Belgium. He is interested in political communication, geopolitics, and digital rights. 

Currently, he is the Senior Coordinator of Program Building and Engagement at Access Now. From Brussels, he supports the development and implementation of the community program of RightsCon, one of the leading global conferences on digital rights. Before Access Now, Luis worked at the EU Delegation to Venezuela and the European Partnership for Democracy. 

Luis holds a bachelor’s degree in International Studies from Universidad Central de Venezuela and two master’s degrees, one in Political Communication from Universidad Complutense de Madrid and another in Diplomacy from the Diplomatic School of Spain.

Luis is looking forward to becoming a part of the re:publica community and taking part in live exchange of experiences and ideas. Besides participating in and hosting his own session, he is excited to connect with other attendees and enjoy the sights and sounds of Berlin.
